Keeping Them Honest

Built at the edge of a peninsula in the Point of Pines neighborhood of Revere, MA, the new Gibson Point Development at One Gibson Way, Revere, MA 02151 is another illegal building project approved by the City of Revere, and built by the state of Massacusetts during the Covid-19 Pandemic. This enormous 5 story 291 unit multi-family development built mouth of the Saugus Pines River, was made possible by the Mayor's RiverFront Development Advisory Group (DAG) which included: Arrowstreet Planners and Architects, Copley-Wolff Landscape Design Group and Lloyds Register Engineers.

The complex, an engineering marvel was built on land fill over a marsh and features an underground garage. This is truly another example of waste and abuse by our state government. What is planned next is even more shameful. On behalf of Ducks Unlimited, and wildlife everywhere, RLN needs to call out Revere's ex-Mayor Brian Arrigo and the Massachusetts Department of Environmental Protection for their fialure to protect our state's marshes and wetlands. Like the illegal Alden Mills Firehouse Construction, all construction and deveopment was signed off on by MassDEP who tried to make it appear as though due diligence was being done to protect our coastal wetlands.

Meet the Owners: Redgate, aka Gibson Point Owner LLC

From the Redgate-RE.com Website: Redgate Holdings, LLC is the parent holding company of Redgate Real Estate Advisors, LLC (advisory services) and Redgate Capital Partners, LLC (investment management). Gate Residential Properties, LLC is the multifamily real estate investment affiliate of Redgate Capital Partners, LLC.

Note: Redgate Principal and Founding Partner Tom Hamill was not as successful in his earlier venture, Redgate Real Estate Advisors, Inc. . It wasn't until he connected with Kyle Warwick, Laura Gregoriadis, and Damian Szary to create Redgate Real Estate Advisors, LLC that his persistence began to pay off. Tom voluntarily dissolved his original firm on December 24, 2010, just one year after he had become incorporated on November 30, 2009. His new LLC was registered in Massachusetts on April 15, 2010 by Kyle, Laura, and Damian.

Based on the state's involvement in Licensing RLN concludes that the Commonwealth of Massachusetts and the Massachusetts Department of Environmental Protection are equal co-owners of this property.

RLN sees the City of Revere to also be equal co-owner of this property based on its signoff as such on many state filings.

September 13, 2005: Release in 2005 by C J Towing IncTax for Tax Lien recorded September 9, 2003 on 22 Whitin Ave Ext property.

July 19, 2022 Gibson Point Owner LLC and Callahan Inc. acuqire a Lien to both 22 Whitin Ave Ext, and 200 Lynnway.

Note: 200 Lynnway is a state highway island / divider in the Point of Pines Community merging onto Route 1A North. It is unclear why it has been included in any Lien deal, or as part of Revere's illegal Riverfront District Plan.

May 12, 2022: Douglas Morrison, Chief Operations Officer at Callahan, Inc. signed a contract stating that Gibson Point Owner LLC, c/o Redgate Capital Partners with its Contractor Callahan, Inc accepted the Lien against 22 Whitin Ave Ext and 200 Lynnway.

July 12, 2022: One week prior to its file date of aquisition of a Lien on the properties at 22 Whitin Ave Ext, and 200 Lynnway. An executive order by Patrick J. Callahan, President of Callahan, Inc. approved a Notice of Dissolution of Lien of a Mechanic's Lien established by Callahan, Inc. See Suffolk County Registry of Deeds, Book 67636, Page 186.

Note: It is unclear on whose authrority Douglass Morrison, or Patrick Callahan were acting when they to transferred ownership of these properties to Redgate Capital Partners, and at the same time awarded their firm Callahan, Inc. a multi-year contract to develop the property. This is something that should be reviewed by Bill Galvin, Massachusetts Secretary of State.

August 31, 2022: License granted by Gate Residential Properties LLC, Commonwealth of Massachusetts, and Massachusetts Department of Environmental Protection for 22 Whitin Ave Axt, Fowlers Marina (also at 22 Whitin Ave Ext), and 200 Lynnway.

Fowlers Marina , (22 Whitin Ave Extension) appears to have orignally been granted a mortgate by the United States Government to operate the property as a marina. RLN Asks: Was the Commonwealth Authroized by the Federal Government for the change in property land usage?

Note: Handcock Associates' letter to the Revere Conservation Commission was on behalf of Redgate Capital Partners even though they would not actually acquire the land July 19, 2022.

Although their letter acknowleges, "the wetlands on the property meet the regulatory definitions,", they go on to state, "the majority are in overwhelmingly poor condition and serve impoverished interests in wetland protection,".

Handcock Associates' observations, arguments, and conclusions are all considered untruthful, as is their claim of No Rare Wetland Wildlife on page 5 of 9 of the included WPA Form 3 - Notice of Intent filed with the Massachusetts Department of Environmental Protection.

Handcock Associates also incorrectly identifies the property as being recorded in the Essex South Registry of Deed, Book 45513, Page Number(s) 309, 311, and 312. This is not correct; the property is in Revere, MA, which is part of Suffolk County. A search of the Suffolk County Registry of Deeds did turn up relevant properties in Book 45513, pages numbers 309 and 311. No page 312 exits.

April 23, 2024: City of Revere Site Plan Review Letter from City Planner Frank Stringi for the construction of a new six-story luxury residential development consisting of 291 residential units, associated amenities and parking spaces and a retail/commercial space.

Note: City of Revere Planner Frank Stringi clearly identifies the project as new construction, which contradicts Handcock Associates' earlier claim of this being a redevelopment project.
